IN SAME AREA EVENING OF SUNDAY, JULY 31, 2011

Construction Complete on Coal; Project Is One Month Ahead of Schedule at This Time; On Track for Completion in Spring 2012

Creating beautifully landscaped, environmentally sensitive, neighborhood, bicycle and pedestrian friendly streets.

NOTE: All work is weather permitting and is subject to change without notice

At 8 p.m. on Sunday night, July 31, 2011, Coal will open to two-way traffic and Lead will close to thru traffic between University and Washington as crews mark an important project milestone – completion of construction on Coal. At this time, construction is one month ahead of schedule. During construction on Lead, Coal Avenue will have one lane of traffic in each direction.

Motorists will be able to turn left at five intersections with working traffic signals: 1) Coal at University; 2) Coal at Yale; 3) Coal at Girard; 4) Coal at Carlisle; and 5) Coal at Washington. Two crews will work on the project. One crew has been at work on Lead between I-25 and University since May 2011 and will complete that section sometime this fall. A second crew will begin at University and head east on Lead. Regular work hours will be Mon-Fri 7:30 a.m. - 4 p.m., although crews may work longer hours or on weekends as needed. Construction will include removing roadway, installing larger storm drainage pipeline, restoring roadway and installing new curb and gutter, sidewalks and landscaping. Motorists should allow extra time to reach their destinations, exercise caution in the construction zone, pay attention to construction signage and use an alternative route if possible. NO on-street parking will be allowed on Coal or Lead in the construction zone. Construction on Lead is expected to last through spring 2012.

Beginning at 8 p.m. on Sunday, March 27, 2011 and lasting for approximately 30-45 days (through approximately April 27-May 12, 2011) Carlisle Boulevard SE will be closed from north of Coal Avenue SE to south to Garfield Avenue SE in order for crews to install large storm drainage infrastructure in Carlisle.

This work will be done in two phases:

PHASE 1: Carlisle will be closed from south of Lead to north of Garfield. This phase is scheduled from approximately March 27-April 11, 2011. Garfield will remain open during this phase, but all commuters and non-local residents should use Girard Blvd. SE and Lead Avenue SE as detours.

PHASE 2: The intersection of Garfield and Carlisle will be closed from approximately April 12, 2011 until April 27, 2011 or until work is complete.

Crews will be working extended hours Monday-Friday, from approximately
7 a.m.-5 p.m. Monday-Friday. Additional evening or weekend hours may be required due to unforeseen circumstances.

ACCESS WILL BE MAINTAINED TO ALL LOCAL RESIDENCES AND BUSINESSES.

Motorists are asked to use an alternate route if possible, allow extra time to reach their destinations, exercise caution in the construction zone, and follow all signs.

BUS DETOUR MAP DURING CLOSURE OF CARLISLE

During the planned closure of Carlisle from north of Coal to Garfield, beginning March 28, 2011, Bus Route 16/18 “The Bug” will have a special detour:
Southbound busses:
Will head south on Carlisle, then east on Lead, then south on Hermosa, then west on Ridgecrest/Burton, the south on Carlisle.
Northbound busses:
Will head north on Carlisle, then west on Burton, then north on Amherst, then east on Lead, then north on Carlisle.
Temporary bus stops will be located just north of Garfield and just south of Lead on Amherst and on Hermosa. Regular bus stops located along Carlisle at Ridgecrest, between Garfield and Coal and south of Lead will be closed while construction is taking place on Carlisle.

February 15 event features dedication by City Councilor Rey Garduño, food and live music

Albuquerque, NM, February 15, 2011— Albuquerque/Bernalillo County Libraries and Albuquerque City Councilor Rey Garduño invite you to celebrate the new International Collection on Tuesday, February 15, 6 pm to 7 pm. The event will take place at San Pedro Library, 5600 Trumbull SE. Councilor Garduño will present the dedication for the new collection, followed by live music, food and the change to borrow items from the new collection.

Information for Possible Gas Shortage in Albuquerque

Albuquerque, New Mexico -- City, County and State leaders continue to monitor and plan for potential displaced residents based on the ongoing natural gas service interruptions.

According to the New Mexico Gas Company, potential outages are possible in the areas of Four Hills, Kinney Brick, Downtown Albuquerque and Tijeras. There are additional areas that the gas company is concerned about.

At this point, Albuquerque has not seen widespread interruptions in service. However there have been sporadic customer interruptions.

The NEW MEXICO GAS COMPANY reports that the pipeline system is intact and crews are working to minimize the impact of this situation.

Customers have experienced an interruption of service in several communities. These include: Tularosa, La Luz, Espanola, Taos, Questa, Red River, the town of Bernalillo, Placitas, Santa Clara Pueblo, Ohkay Owingeh Pueblo, Alamogordo, Silver City, San Ildefonso Pueblo, and Santa Ana Pueblo.

NEW MEXICO GAS COMPANY has been working with National, County and State emergency services and officials, as well as local assistance agencies.

City, County and State officials are working with local Red Cross representatives to set up shelters for local residents as well as New Mexicans from other cities and towns affected by natural gas outages should they be needed. Shelters are being set up at the following locations:
* Highland High School, 4700 Coal Avenue SE
* Manzano High School, 12200 Lomas NE

Bernalillo County is providing the following facilities as
"warming centers" (which are not Red Cross designated shelters):
* Los Padillas Community Center in the South Valley
* Paradise Hills Community Centers on the Westside
* Raymond Sanchez Community Center in the North Valley
* Vista Grande Community Center in the East Mountains

The Red Cross reminds people to pack the following essential items if they need to go to a shelter:
* Prescription Medications
* Toiletries (toothbrushes, toothpaste, contact solution, soap, etc)
* Pillows
* Extra blankets and sleeping bags
* Cell phone chargers and communication devices
* Changes of clothes

*Do not bring pets to shelters - If you have a pet that you need sheltered, please call 311 and Animal Welfare will shelter your pet once you sign a release.

Mayor Berry and other local and state officials stressed that residents from other areas of New Mexico who have been displaced are welcome to come to Albuquerque. "If you live outside of the metropolitan area and need shelter, you can come to Albuquerque and Bernalillo County facilities" said the mayor. "We are prepared to provide shelter to those New Mexicans in need."

The mayor once again asked Albuquerque residents to do the following:
* LOWER THERMOSTATS TO 60 DEGREES.
* Limit hot water usage.
* Check on your neighbors, in particular the elderly and disabled.
* Keep animals inside.

Albuquerque – In the heart of the International District, one-hundred and fifty people gathered for “Community Pride Day: Our Food, Our Community” Wednesday evening at Van Buren Middle School.

Though many community leaders and elected officials were in attendance, it was an evening for them to listen, an evening to celebrate youth as they presented the projects they have worked on through the Citizen Schools afterschool program at Van Buren.

One group worked on understanding the stories and meaning behind the foods we eat. Kathy Rojo, a 6th grader at Van Buren, presented to the crowd on the importance of understanding new cultures through food. “We are trying new things, learning about all of the foods eaten here in the International District,” she said proudly. Her group provided and served a potluck for the celebration.

Laura Musumi, the teacher for the class and a staff member at Citizen Schools, said that her idea for this class started with a love of food. “We have so much diversity in this community, and we tried to show how you can find common ground with others through something as simple as food.”

A second group worked on community outreach, and after walking the neighborhood, decided that they would do something about the conspicuous piles of large trash items (e.g. furniture).
“Tonight, we are asking everyone here to join us in launching the Clean Community Campaign,” said Van Buren student Michael Rodriquez. The Campaign asks citizens to pledge that they will work hard to keep the community clean, including a promise not to pile trash in public spaces.
And if that wasn’t enough, the youth also created an “Inner Beauty Pageant,” with collages reflecting their unique talents and showing off their families.

One of the Citizen Schools teachers, Joanne Landry, explained, “There is so much inner hatred, so we wanted to create an opportunity for the youth to see their inner beauty…for some, I think this was the first time that they saw themselves in this way.”

Citizen Schools is a national organization that provides free afterschool programs for students in Title I schools, schools where many of the families live at or below the poverty line. Many of the teachers are volunteers from the community who have a desire to share a specific skill with students.

Joanne Landry, who also serves as a minister at the Interfaith Bible Church and as president of the Trumbull Neighborhood Association (both of which served as co-sponsors for the event) says that the community outreach class was a way for her to share her passion for public service with the youth.

Alayna Bowman, serving as a teacher liaison for Citizen Schools, was all smiles as she helped the youth clean up after the event.

“The teamwork and leadership we saw here tonight was something special,” she beamed, noting that she and her staff are already looking for more volunteers to teach this spring’s classes.
Maybe the evening was summed up best by City Councilman Rey Garduno’s comment, amidst the chatter of excited students preparing their presentations and families meeting one another.

“The noise of inclusiveness…you can see it, you can feel it here tonight,” he said.

Meeting with Kirtland Air Force Base Regarding Air Noise

My office has received numerous calls and email regarding noise from Kirtland Air Force Base disturbing residents of the SE Heights. Last week my office and a constituent met with Kirtland Air Force Base leadership including Col. Robert Maness, Commander of the 377^th Air Base Wing and Col. Joseph Hastings, Vice Commander of the 58^th Special Operations Unit. The Base leadership is committed to being a good neighbor to the SE Heights of Albuquerque and is willing and open to working with us. However, they did make it quite clear that they are unable to stop their operations and trainings they perform on the base. Their operations at KAFB are critical to the mission of the United State Air Force.

They assured us that they take noise complaints seriously and shared with us that over the last couple of months, there has been a major spike in noise complaints. I believe that if the “spike” becomes the norm, then they will be forced to modify their operations. I encourage folks to continue filing noise complaints with KAFB.

I offered to host a public meeting with the 377^th Air Base Wing and 58^th Special Operations Unit to allow the public to speak about the noise coming from the base. They were hesitant to host a separate meeting from their regularly scheduled Citizen Advisory Board Meetings. The next CAB Meeting is November 23, 2010 and they encouraged residents to attend this meeting and speak to this issue during the public comment period. Again, if there are number of residents speaking to this issue, they will be forced to revisit their operations.

Col. Maness and Col. Hastings were supportive of an idea to have a regularly scheduled CAB Meeting being devoted specifically to the noise issue from the base. CAB Meetings are held quarterly, so we look forward to that meeting which will occur next calendar year (April, 2011). Col. Hastings proposed having ongoing meetings on noise in the early fall of each year, as this is the time of year where they usually see a spike in noise complaints.

APS Affirms Migrant Policy

Affirming a policy that has been in writing since 2006 and in practice since before then, an Albuquerque Public Schools committee voted Monday to strengthen language banning immigration officials from its campuses.
The revision was passed with no discussion, and was one of nine policies updated at the meeting, part of a monthslong process of bringing the rules in closer alignment with what is actually being done in the schools.
The ban on immigration officials was laid out in a policy adopted in 2006 but has been inconsistent in the district's written rules.
The policy was adopted during APS's negotiations with lawyers for three Del Norte High School students from Chihuahua, Mexico, who were detained by the U.S. Border Patrol outside the school in March 2004.
That incident prompted a policy that banned school employees from investigating students' immigration status or offering any information about a student to immigration officials. The same rule also said school employees must initially deny immigration agents access to students on campus.
The 2006 policy directs school employees to ask administrators whether any request for information about or access to students by immigration officials is lawful before providing it.
The policy, which deals with keeping students safe on campus, currently requires "close monitoring" of all campus visitors, including law enforcement, social services and immigration officials. The proposed revision would strike that language and add a sentence that explicitly says, "Immigration officials shall not be permitted on school campus at any time."
Board member Lorenzo Garcia, who often speaks about the rights of immigrant students, said strengthening the language is a positive move.
"The important thing is to keep children safe," he said, adding that schools should establish an environment where students and parents feel secure.

CONSTRUCTION BEGINS MONDAY, NOVEMBER 8th, 2010 ON LEAD AND COAL IMPROVEMENTS

Construction begins Monday, Nov. 8 in Work Zone 1 (see map below). During construction, Coal Ave. SE will be closed to thru traffic from I-25 to Washington Street, with only local traffic allowed. Thru traffic will be shifted to Lead Ave. with one lane of traffic in each direction. FOR SAFETY REASONS AND TO KEEP TRAFFIC FLOWING ON LEAD, traffic will only be able to turn left at four intersections with working traffic signals: 1) Lead at University; 2) Lead at Yale; 3) Lead at Girard; and 4) Lead at Carlisle. Two crews will begin work at Coal and I-25 and at Coal and University. Regular work hours will be Monday-Friday 7:30 a.m.-5 p.m., although crews may work longer hours or on weekends as needed. Construction in Work Zone 1 is expected to last through late March or early April 2011. Crews will remove roadway, install a larger storm drainage pipe, restore roadway and install new curb and gutter, sidewalks and landscaping.

Motorists should allow extra time to reach their destinations, exercise caution in the construction zone, pay attention to construction signage and use an alternative route if possible.
NO on-street parking will be allowed on Lead or Coal in the construction zone.

The project includes intersection improvements, storm drainage infrastructure, traffic calming elements, bicycle lanes, sidewalk and landscaping improvements. Albuquerque City Council to Vote on Calling on The Federal Government to Remove and Dismantle Nuclear Weapons from KAFB

In keeping with the current national spirit of disarmament, Albuquerque’s City Council will consider and vote upon R-10-121, a resolution that calls for the dismantlement of the 2000-plus nuclear weapons at Kirtland Air Force Base.

In April 2010 Defense Secretary Robert Gates stated that “by reducing the role and numbers of US nuclear weapons… we can put ourselves in a much stronger position to persuade our NPT partners to join with us in adopting the measures needed to reinvigorate the non-proliferation regime and secure nuclear materials worldwide.” (NPR, p. v)

The Senate Foreign Relations Committee has been conducting hearings on the New Strategic Arms Reduction Treaty (START), a bilateral treaty between the US and Russia which will reduce the number of nuclear warheads deployed on vehicles such as bombers, intercontinental ballistic missiles and sub-launched ballistic missiles. This treaty will also reduce the number of deployed nuclear warheads to 1,550 or less within seven years and will probably result in more nuclear weapons coming to Albuquerque.

Albuquerque is already home to more than 2000 nuclear weapons which have been deactivated and slated for dismantlement. These nuclear weapons still contain their high explosives and nuclear materials, plutonium and uranium. Now is the time to dismantle, not just deactivate, these nuclear weapons, as we were told they would be when they were placed here.

10,000 citizens, most of them residents of Albuquerque, have signed a petition calling for the dismantlement of these nuclear weapons.

State Senator Jerry Ortiz y Pino will reintroduce a memorial in the state senate this year calling for the dismantlement of the nuclear weapons at Kirtland, in a collaborative effort with Rey Garduno’s resolution at the city level.

Below is the bill's language, R-10-121:

Whereas, the 377th Air Base Wing at Kirtland Air Force Base, which maintains more than 2000 + nuclear warheads (Air Force Times, 2/12/10), has recently had difficulty with decertification of its authorization to handle nuclear weapons (on January 27, 2010) after a series of high profile mistakes (US Air Force website, 2/9/10)(msnbc.com 2/11/10), and

Whereas, Albuquerque is reported in professional and local newspapers to be home to more than 2000 nuclear weapons (Air Force Times, 2/12/10), making it the highest concentration of nuclear munitions anywhere in the world; and

Whereas, in accordance with the Nuclear Non-Proliferation Treaty, the Albuquerque City Council supports the dismantlement of nuclear weapons as part of the current global spirit of nuclear disarmament;

Therefore be it resolved that the City of Albuquerque City Council call for Congress and the U.S. Senate to seek funding so that the Pantex Plant in Texas, site of the nation’s only dismantlement center, could be expanded in order to facilitate the dismantlement of nuclear weapons;

Be it further resolved that the City of Albuquerque City council call for the U.S. Congress and the U.S. Senate to take action and have the nuclear weapons at Kirtland removed and dismantled at the earliest possible time for the safety and welfare of the people of the Albuquerque area.

Albuquerque, NM - District 6 City Councilor Rey Garduño sat down with us to compare the City Council transparency "sunshine bill" that he sponsored last year, which calls for transparency in city government, with the recently unveiled "sunshine portal" on the city's website, which is the Mayor's version of how to implement the City Council mandate.
Councilor Garduño noted that the new website meets the council's mandate for some things --like a list of all open capital outlay projects, as well as a list of employees and salaries.
However, the website fails to address a number of items in the City Council's legislation, including:
•An on-line template for the submission of public records requests
•A list of all existing IRBs, TIDDs, PIDs (tax breaks and incentives)
•A Quarterly Report for all operating funds
Councilor Garduño also explained that, contrary to the notion that the sunshine portal was a direct product of the Mayor's office, the new website is the result of many years of community input calling fortransparency.

City Councilor Rey Garduño Speaks Out On Arizona Immigration Law Ruling

Albuquerque City Councilor Rey Garduño remembers what happened last May when he and fellow councilor Ken Sanchez introduced a measure calling for Albuquerque to stop doing business with Arizona over its controversial immigration law.

His city email and phone were besieged with calls from people telling the Albuquerque native to “Go back to Mexico” and stop being a “wetback lover.”

So it was somewhat satisfying for Garduño to hear that a federal judge in Arizona scaled back the law just before it was about to take effect on July 29. The judge struck down the most controversial parts of the law, under the premise that Arizona cannot not preempt federal law by making state laws on immigration.

Now banned are the provisions that would have forced local law enforcement to check the immigration status of those who they suspected were in the county illegally.

Relieved The Law Was Struck Down

Like many others who protested the law, Garduño believed it went beyond concerns about illegal immigration and would have invited abuses of citizens and non-citizens alike.

“My first thought was that I was glad that at least the judge realized how egregious this law is, and made sure that the parts that are flawed are not implemented or made into law,” Garduño said last week.

“The law is about wanting to make sure that people we don’t like or don’t agree with or don’t seem like the rest of us are criminalized and denigrated,” said Garduño.

“The parts that were taken out by the judge speak to the concerns that many of us had. The whole idea of wholesale just stopping folks, because someone thinks that someone is not, in their terms, documented. It gives police agencies carte blanche to do whatever they want. And racial profiling would occur as a result.”

“It’s just not the way this country should be run.”

Proposed Boycott

Back in May, Garduño and fellow city councilor Ken Sanchez introduced a proposal for the city of Albuquerque to suspend financial business with the state of Arizona as long as the law is in effect.

Participants will explore the Nob Hill Highland Sector Plan of 2007; what it is intended to do and how it is being implemented. Discussion will be led by Phyllis Taylor of Sites SW who led the development of the plan and Juanita Garcia, Assistant Head of Zoning Enforcement, who managed development of the plan for the City and manages its implementation.

Main Street is an initiative of the National Trust for Historic Preservation that provides a community-driven methodology to revitalize older business districts.

Nob Hill Main Street is a locally created and controlled effort to use the tools that Main Street provides to foster actions that result in a future that benefits residents, merchants, property owners, and our entire community. Some of its long term goals are:

-Brand and promote Nob Hill on local and regional levels to make it a destination for residents and visitors. Create recurring events and special events that make Nob Hill a great place to live, work, and visit.

Donations end woman's hunger strike

An Albuquerque woman who went on a 16 day hunger strike has received an outpouring of community support.
On Friday, Eyewitness News 4 aired a story about Nkazi Sinandile, known as Mama Kazi, who was trying to raise awareness about people who came to New Mexico to escape violence in their own countries. Since then, strangers have been donating sewing machines, yarn, fabric and clothes.
"I'm grateful for what they've done for the families because these women are able to sew, then they can make money," said Sinandile.
"They're beautiful, and everything is good," said 14-year-old refugee Delphine Mpawemmana, as she looked at the donated fabric. "I can't wait to sew."
Meagan Earickson of Albuquerque donated a used station wagon, which belonged to her late grandfather.
"It came to me when I needed it. It served its purpose and I don't really have a need for it, so I wanted to return the favor," Earickson said.
Sinandile said she'll use the car to take refugee families to community centers where children play, while their parents sew and learn to read and write.

Clayton Heights MRA Community Meeting

On April 14^th, the LUPZ Committee heard from concerned residents regarding the Clayton Heights MRA Plan and in response, Councilors Benton and Garduño are working to resolve these issues with community input.

The meeting will be Tuesday, April 27^th at 5:30 pm in the Loma Linda Community Center Multipurpose Room.

City of Albuquerque Changes Hours For 311 Citizen Contact Center

Please be aware of the changes to the City of Albuquerque's 311 services.

ALBUQUERQUE—The Richard J. Berry Administration announced today the 311 Citizen Contact Center will change its operating hours beginning April 23, 2010.

“This is a way that we can save taxpayer dollars without disrupting the high level of service our residents have come to expect,” Mayor Berry said. “Our 311 system is a model of customer service for cities all around the nation. I’m proud to say it will continue to be a role model.”

New 311 operating hours are as follows:

Monday – Saturday: 6a.m.- 9 p.m.

Sunday- 9a.m. – 6p.m. (transportation and animal control calls only)

The Berry Administration is pleased to see this efficiency will have little impact on residents. A thorough examination of the 311 Citizen Call Center revealed only two percent of calls needing City service came during hours after 9 p.m. The change in hours alone will result in a half a million dollar savings for this division in the next year.

Emergency calls should continue to funnel into 911. Calls for city services such as bus route information, graffiti removal, garbage pickup, or pool/community center hours must be called in during operating hours. The City of Albuquerque also encourages citizens to utilize www.cabq.gov which has information available 24 hours a day, seven days a week on City services.

About the Southside Non-Potable Water Re-Use Project
The Southside Re-Use Project will use treated domestic and industrial wastewater, piped from the Albuquerque Bernalillo County Water Utility Authority’s Southside Water Reclamation Plant, to irrigate turf at some parks, ball fields, and other recreational areas. By reclaiming wastewater and industrial effluent and using it on public landscapes, we can save our high-quality drinking water for just that: drinking. This will allow us to reduce our reliance on unsustainable pumping and protect our aquifer as a drought reserve. When it becomes operational in late 2010 or early 2011, the Southside Re-Use Project will save about 2,500 acre-feet of water annually, equal to the annual amount of water used by about 7,500 homes.

Why the Puerto del Sol Municipal Golf Course?
The Puerto del Sol Municipal Golf Course was chosen as the location for the project for several reasons:
1) It is centrally located in the area to be served by the Southside Project, which stretches from University Boulevard on the west to past Louisiana Boulevard on the east and from Avenida Cesar Chavez on the north to south of the Albuquerque International Sunport on the south;
2) It is situated along the route for the pipelines that will deliver non-potable water to the area; and
3) It is high enough that water used for irrigation can be delivered by gravity and pressure can be boosted as needed to energize the sprinkler heads that deliver the water.

Facilities Included in the Project
The project includes a new, non-potable (non drinkable) water effluent re-use booster pump station to be built within the boundaries of Puerto del Sol Municipal Golf Course. Facilities in the project include:

A 2-million-gallon, ground-level steel water storage tank to be painted in attractive Southwestern colors
A 1,730-square-foot, 18-foot-tall masonry pump building that will house three booster pumps and related piping, a surge tank, a disinfection system, a manual bridge crane, electrical power supplies and plumbing
About 1 1/3 miles of buried pipeline ranging from 4-24 inches in diameter installed across the golf course
A berm (earth bank) and trees to shield the view of the project
Relocation of existing trees

Improvements to Puerto del Sol Municipal Golf Course
As a result of this project, there will be several improvements to the Puerto del Sol Municipal Golf Course, including:

A gravel access road and access path improvements
About 100 new trees
Landscaping sprinkler improvements

Construction Timeline
Construction began in late March 2010 and is scheduled to be completed by mid October 2010. The project is broken down into two basic phases with different work days and work hours.

Phase 1
April through Late May/early June 2010
Completion of the steel storage reservoir and pump station building shell
Crews are currently working Monday-Friday – 7 a.m.-10 p.m. to prepare the site, but will extend their working hours to Monday-Sunday 7 a.m.-7 p.m. when actual construction of the storage tank begins in mid to late April. Also, they may work longer hours if needed due to an unforeseen circumstance or the need to complete a certain project activity. All deliveries of construction materials to the golf course will be between 6-7 a.m. or from 10 a.m.-1 p.m.

June-October 2010
Completion of buried pipeline and booster station facilities
To avoid disrupting access to the course by golfers, crews will work at night, from 8 p.m.-4:30 a.m. Monday-Friday and Saturday or Sunday as needed. Access to all cart paths will be restored daily as needed. Again, crews may work longer hours if needed due to an unforeseen circumstance or the need to complete a certain project activities. All deliveries of construction materials to the golf course will be between 10 a.m.-1 p.m.

Councilor proposes business incentive

ALBUQUERQUE (KRQE) - One city councilor says a proposal to waive impact fees for businesses could be the ticket to rebuilding a section of southeast Albuquerque plagued by crime that was once called the war zone.

The reputation has chased some businesses out neighborhoods and left entire shopping malls deserted for years.

The shopping center sits on the edge of the International District, once called the war zone.

The Parkland Shopping Center covers two whole blocks on San Mateo near Kathryn. All 12 stores are empty. Nearby business owners call it an eye soar but City Councilor Rey Garduno calls it a magnet for crime.

“A long, long time ago there was a grocery store that turned into an indoor flea market,” Councilor Garduno said. “There was a deterioration of businesses here because of the bad reputation.”

Come Monday, Garduno will introduce a proposal to councilors that will offer businesses major incentives to forget about the crime and build out there.

“Impact fees will certainly be waved,” Councilor Garduno said.

The impact fees help pay for infrastructure. Councilor Garduno estimates the city could end up covering a tab well over $200,000.

The manager of one store in the area said it might be worth it.

“We get very little walk by traffic, a couple neighborhood people but that is very minimal,” AOH Garden Supply Manager Clifford Grindstaff said.

Grindstaff said more stable businesses would attract more shoppers.

Councilor Garduno also hopes new businesses will deter crime.

“Criminals don't like to be in the midst of activity,” Councilor Garduno said.

However, when day turns to night the international district becomes a magnet for crime. Police are called out for drug busts, prostitution and theft.

In January, police said someone left a man to die in a dumpster right in the heart of the district.

The proposal to wave the impact fees also includes residential construction.

This is just the latest move from councilors to decrease crime in southeast Albuquerque. They already changed the name of the area and there are talks about adding more lighting to streets.
