At 8 p.m. on Sunday night, July 31, 2011, Coal will open to two-way traffic and Lead will close to thru traffic between University and Washington as crews mark an important project milestone – completion of construction on Coal. At this time, construction is one month ahead of schedule. During construction on Lead, Coal Avenue will have one lane of traffic in each direction.

Motorists will be able to turn left at five intersections with working traffic signals: 1) Coal at University; 2) Coal at Yale; 3) Coal at Girard; 4) Coal at Carlisle; and 5) Coal at Washington. Two crews will work on the project. One crew has been at work on Lead between I-25 and University since May 2011 and will complete that section sometime this fall. A second crew will begin at University and head east on Lead. Regular work hours will be Mon-Fri 7:30 a.m. - 4 p.m., although crews may work longer hours or on weekends as needed. Construction will include removing roadway, installing larger storm drainage pipeline, restoring roadway and installing new curb and gutter, sidewalks and landscaping. Motorists should allow extra time to reach their destinations, exercise caution in the construction zone, pay attention to construction signage and use an alternative route if possible. NO on-street parking will be allowed on Coal or Lead in the construction zone. Construction on Lead is expected to last through spring 2012.

Valley Gutter Tie-In Work on Coal
NOTE: Valley gutter tie-In work is being scheduled at specific intersections along Coal Avenue SE for the next three weeks. When valley gutter tie-ins are installed, access will not be permitted through the intersection for three days. Motorists are advised to use an alternate route.

July 5-8 – Valley gutter tie-ins are scheduled at Coal at Harvard, Coal at Cornell, Coal at Stanford, Coal at Columbia, Coal at Princeton, Coal at Vassar, Coal at Dartmouth and Coal at Richmond.

July 11-15 – Valley gutter tie-ins are scheduled at Coal at Wellesley, Coal at Bryn Mawr, Coal at Tulane, Coal at Amherst, Coal at Hermosa, Coal at Solano, Coal at Aliso, Coal at Morningside and Coal at Valverde.

Finishing Work in Area of Carlisle/Garfield
While Carlisle did reopen last week, crews will complete some finishing work on Carlisle from north of Coal to the intersection of Garfield and Coal during the week of May 2-6, 2011. Work will include pouring two additional inlets for storm drainage, pouring a retaining wall footer, a wheelchair ramp and replacing curb.

CARLISLE TO BE CLOSED FROM NORTH OF COAL TO GARFIELD

Beginning at 8 p.m. on Sunday, March 27, 2011 and lasting for approximately 30-45 days (through approximately April 27-May 12, 2011) Carlisle Boulevard SE will be closed from north of Coal Avenue SE to south to Garfield Avenue SE in order for crews to install large storm drainage infrastructure in Carlisle.

This work will be done in two phases:

PHASE 1: Carlisle will be closed from south of Lead to north of Garfield. This phase is scheduled from approximately March 27-April 11, 2011. Garfield will remain open during this phase, but all commuters and non-local residents should use Girard Blvd. SE and Lead Avenue SE as detours.

PHASE 2: The intersection of Garfield and Carlisle will be closed from approximately April 12, 2011 until April 27, 2011 or until work is complete.

Crews will be working extended hours Monday-Friday, from approximately
7 a.m.-5 p.m. Monday-Friday. Additional evening or weekend hours may be required due to unforeseen circumstances.

ACCESS WILL BE MAINTAINED TO ALL LOCAL RESIDENCES AND BUSINESSES.

Motorists are asked to use an alternate route if possible, allow extra time to reach their destinations, exercise caution in the construction zone, and follow all signs.

BUS DETOUR MAP DURING CLOSURE OF CARLISLE

During the planned closure of Carlisle from north of Coal to Garfield, beginning March 28, 2011, Bus Route 16/18 “The Bug” will have a special detour:
Southbound busses:
Will head south on Carlisle, then east on Lead, then south on Hermosa, then west on Ridgecrest/Burton, the south on Carlisle.
Northbound busses:
Will head north on Carlisle, then west on Burton, then north on Amherst, then east on Lead, then north on Carlisle.
Temporary bus stops will be located just north of Garfield and just south of Lead on Amherst and on Hermosa. Regular bus stops located along Carlisle at Ridgecrest, between Garfield and Coal and south of Lead will be closed while construction is taking place on Carlisle.

As part of construction for the Lead and Coal Improvements Project, crews will close one lane of northbound Carlisle from south of Garfield to north of Coal Avenue in order to locate underground utilities on Wednesday, Feb. 16 and Thursday, Feb. 17, 2011.

During this closure one lane of northbound traffic and one lane of southbound traffic will be open on Carlisle in the construction zone.

Initial work zones will be at Coal & I-25, heading east and at Coal & University, heading east. Regular work hours will be daylight hours (7 a.m.-5 p.m. Monday-Friday) although crews may work later hours or on weekends if needed due to an emergency or unforeseen circumstance.

CONSTRUCTION BEGINS MONDAY, NOVEMBER 8th, 2010 ON LEAD AND COAL IMPROVEMENTS

Construction begins Monday, Nov. 8 in Work Zone 1 (see map below). During construction, Coal Ave. SE will be closed to thru traffic from I-25 to Washington Street, with only local traffic allowed. Thru traffic will be shifted to Lead Ave. with one lane of traffic in each direction. FOR SAFETY REASONS AND TO KEEP TRAFFIC FLOWING ON LEAD, traffic will only be able to turn left at four intersections with working traffic signals: 1) Lead at University; 2) Lead at Yale; 3) Lead at Girard; and 4) Lead at Carlisle. Two crews will begin work at Coal and I-25 and at Coal and University. Regular work hours will be Monday-Friday 7:30 a.m.-5 p.m., although crews may work longer hours or on weekends as needed. Construction in Work Zone 1 is expected to last through late March or early April 2011. The City of Albuquerque will be reconstructing Lead and Coal Avenues between I-25 and Washington Street. The project includes intersection improvements, storm drainage infrastructure, traffic calming elements, bicycle lanes, sidewalk and landscaping improvements. These improvements are taking place based on the New Vision for Lead and Coal study. The project is expected to last until the spring of 2012.

This meeting is an opportunity for the public to ask questions about the upcoming construction, view construction detour plans, receive helpful information about the project and meet the construction team.
